    Workshop for launching Action Plan of Vietnam Green Growth Strategy

    (MPI Portal) – On April 18th, Ministry of Planning and Investment, the agency assigned to implement the National Strategy of Green Growth, organized Workshop for launching Action Plan of Vietnam Green Growth Strategy in Hanoi.

    PhD. Nguyen The Phuong, Deputy Minister of Planning and Investment (MPI) chaired the Workshop. Attending the Workshop, there were PhD. Pham Hoang Mai, Director of Department for Science, Education, Natural Resources and Environment, MPI; Ms. Louise Chamberlain, UNDP Country Director in Vietnam; Mr. Joakim Parker, USAID’s Mission Director in Vietnam; Deputy Ambassador of the Kingdom of Belgium in Vietnam; Deputy Chief representative of KOICA in Vietnam; and representatives of Ministries, branches, professionals of development partners, international and non-government organizations, and business community.

    Speaking at the opening of the Workshop, Deputy Minister Nguyen The Phuong expressed honor to announce the National Action Plan of Vietnam Green Growth in period of 2014 – 2020  approved by the Prime Minister on March, 20th, 2014 which shows the goals, strategies, specific solutions as the basis for the ministries, branches and localities to implement, including 4 main subjects, 12 activity groups and 66 specific action missions.

    In which, the first subject is establishing   local green growth institution and plan, including 8 activities under 2 groups. The second subject is reducing intensity of greenhouse gas emission and promoting clean energy, renewable energy, including 20 activities under 4 groups. The third is implementing green manufacturing, including 25 activities under 4 groups. The fourth  is practising green lifestyle and sustainable consumption, including 13 activities under 2 groups.

    The Action Plan specifies the solutions, deployment activities that should be synchronized and consistent with content on improving awareness, perfecting institution, changing economic structure of sectors, localities and enterprises, innovating technology. The capital for the activities will be taken from a variety of sources, such as the state budget, targeted programs as assistance program to respond to climate change, from the resources of the businesses, from community and international aid. State spends priority and adequate funds to implement the Action Plan for Green Growth, particularly to improve energy efficiency and develop renewable energy; create a legal basis to encourage financial organizations and businesses to use their resources to carry out the activities of the Plan.

    At the Workshop, representatives from international organizations and the Kingdom of Belgium showed happiness  that Vietnam had approved Action Plan for Green Growth. This is an impressive achievement of Vietnam in the route of respond to climate change and has strong impact to socio – economic development. The representatives appreciated working spirit and hard efforts of the MPI in implementing program. Despite  many obstacles and challenges, international organizations keep commitment  to support Vietnam Government in all aspects of content, technology, planning, funding… to ensure the progress of each goal phase and resolve outstanding issues in Vietnam.

    The Workshop also recognized the efforts of Vietnam in the project implementation. In particular, the MPI in cooperation with 5 Ministries and 3 localities determined the overall needs through research on MACC and reference to OECD, LEDS, GGGI, UNEP guidelines; reviewing resources, accessing climate financial  funds, green climate fund; preparing conditions for green investment as establishing working groups on  climate finance, information basis of climate finance, framework of guidance draft for the provincial Action Plan for green growth. Green Growth Fund lasts 72 months, starting in August 2013 with a total budget of 5.5 million Euro, in which the Belgian Government contributed 5 million Euro, the Government of Vietnam contributed 500 thousand Euro.

    Through the Workshop participants heard the reports on the initial implementation of the project at the Ministry of Industry and Trade, Ministry of Transport, Ministry of Natural Resources and Environment, Ministry of Agriculture and Rural Development, Ministry of Construction and 02 provinces (Bac Ninh and Quang Ninh) out of 10 provinces are actively developing and implementing provincial action plan for green growth (such as Quang Ninh, Bac Ninh, Thanh Hoa, Quang Nam, Ben Tre, Da Lat, Ha Tinh, Ninh Thuan, Binh Thuan...), which recognizes the achievements, existing challenges and difficulties and the exchange of opinions between experts./
